Philo’s brother Caius Julius Alexander was an ethnarch (or alabarch) of Alexandria, and he had close relations with both Agrippa I, the grandson of Herod the Great, and to the Julio-Claudian dynasty in Rome. Philo stated that Flaccus, the Roman governor over Alexandria, allowed a group of people to construct statues of the emperor Caius Caligula in Jewish synagogues of Alexandria which was an unprecedented provocation. Philo made efforts to counter these trends, explaining how benevolent Rome was for the whole civilized realm. God, moreover, providentially protected the Jews and liberated them from such aberrations as Gaius and Flaccus. Philo's reports are often compared to those of the historian flavius josephus .
